WCA Electric Utility Allowance Allocation
Washington Cap-and-Invest (WCA) Electric Utility Allowance Allocation database: annual no-cost carbon allowance allocations to Clean Energy Transformation Act (CETA)-obligated electric utilities, starting in 2023. Each record includes the utility name and its allocated allowances for the year, plus a statewide total. Allowances reduce compliance cost impacts on electricity consumers and may be banked, transferred, or consigned to auction.
